I got the part about fully incomprehensible text. so not FULLY onbegrijpbare! ahhaha. I think the other bits fell on my inability figure out what "noodgeval" means.
I speak a little little bit of German. it does help. oh, hmm. well, they sound like the german umlauts. mostly. and å is like o only more so. it would probably sound like the o in 'Ford'.
but you do know what german sounds like? I mean, one could hardly miss it. oh, but the sounds are different in Swedish, anyway. and different in different parts of Sweden & Finland. it's all very confusing.
I lknow what it sounds like, and I can understand most of it, but for some reason I cannot make the transistion from the letters to the sounds. I've had to sing in German for 4 years (argh!), and i never did manage to get my tongue around that language.
actually, the more I look at it, the clearer it gets. um. this is not a (still don't know what that means). then something about sirens. or a siren. uh, if it were a (blahblah) there would be a siren? or there is a siren? the prepositions are always a bitch.
this is an excuse to, uh, put a top secret plan in an incomprehensible text?

for some reason, swedish is harder for dutch/belgian people than dutch/flemish is for me. I have tested this theory. had a dutch boyfriend.

I think it's all the accent type thingies that do me in. I don't even know what it's supposed to sound like, so i can't make links to Dutch words.
