I think it'll be a staff-submissions sort of thing. I.e.: applicant sends me a sample of their work, I judge wether I like it enough or not, and if I do, they're "on staff". There wouldn't be any obligations with being "on staff", but this way I can have some sort of standard (low as it may be) without having to reject individual submissions time and again.
That's a very good concept, yes. *nods* Admit it, you've been thinking about this for a while, haven't you? It all sounds way too well thought out to have been thought of just now. *g*
Actually, that was mostly made up on the spot. I started to type "Yeah, submission-based," and then I realised I was risking a lot of crap submissions, and thought of this. Heh.
