Thanks to everyone who gave advice on the neighbours thing. I'll be calling a help line and ask people who know about laws here, and see what they say. Social services is a distinct possibility, especially since they're moving out into their own house soonish, which means I'll be less of a suspect. (The whole only-other-preson-living-in-the-building thing kind of narrows it down while they're still living here.)

I don't feel like I'm close enough to be giving hre advice on anything, since we've talked maybe three times in the time I've lived here. But I might. I dunno, surreptupously leave some info for her or something. I might end up calling the cops next time they have a fight, if i'm sure there's something going on. I almost did last time. :/
