We didn't watch all of the Confidential (we left after ~15 minutes to go to literaltruth's),but that fits with what he's said before.
They killed off exactly one previous Companion, and that was a pretty big deal, but you're entirely right - there's numerous examples of doing something like that and having it be fine with kids. RTD should know better - he started his career writing some really brilliant children's dramas.
