Just bought PhotoShop CS for £30. Legal version, in German, but I can get a crosslanguage for shipping costs, so that's still dirt cheap. Yay!

I'd guess it's where you prove you have Photoshop in Language A, and crossgrade (like an 'upgrade', only you're moving along the same level, not 'up') to Language B.
