Definitely. And a smug line to give to the hero. Something along the lines of "It is quite useless to resist, Mr. Bond."

You also need cool evil theme music.

And you need really elaborate, complicated evil plans which must include easily escapeable traps. And you must explain your plans *exactly* to the hero and then act surprised when you're defeated.
